As it was the venue where the prom would occur, Clare soon arrived at the Methodist Church. Someone a few minutes after she entered the venue commented on her unacceptable dress. Even though Clare checked the dress several times, the teenager was pulled to the side by somebody. Clare requested that the individual repeat the rule.

The organizer who talked with Clare about how the dress had to follow the rules was Ann Duncan. The outfit was required to comply with the fingertip rule of the dress code. Clare began to argue that the outfit was within the rules but naturally had long legs. Compared to when worn by another individual, it would make the dress appear shorter.
